Vital Moreira, born 1944, is full professor at the University of Coimbra (Portugal), where he got his degree in Law, as well as the master’s degree, PhD and aggregation in Public Law. He is also professor at the Universidade Lusíada/Norte since 2015.
During his academic career at the Law School of the University of Coimbra he has taught Constitutional Law, Administrative Law, Public Law of the Economy, International Law of Human Rights, Constitutional Law of the European Union, Public Regulation, etc. After his jubilation in 2015 he maintains teaching assignments in post-graduation courses as well as in doctoral and postdoctoral programmes. At Universidade Lusíada he teaches Constitutional Law, Economic Regulation Law and International Economic Law. He has lectured or held conferences in several universities abroad, both in Europe and elsewhere, particularly in Brazil.
Vital Moreira is chairman of the Research Centre for Public Law and Regulation and chairman of Ius Gentium Conimbrigae – Human Rights Centre at the University of Coimbra; he is co-coordinator of the post-graduate course on Human rights and of the post-graduate course in Public Regulation at the same University. He is national director of EMA – European Master’s Degree in Human Rights and Democracy (Venice) and was a member of the first board of EIUC after its creation.
Beyond the academia Vital Moreira was justice at the Portuguese Constitutional Court(1983-1989) and member of the Venice Commission (“Democracy through Law”) of the Council of Europe (1998-2002). He was also involved several times in the political sphere: member of the Constituent Assembly (1975-76), member of the portuguese Parliament in two occasions (1976-82 and 1996-97), member of the European Parliament (2009-2014). He chaired also the official committee for the preparation of the 1st Centenary of the Portuguese Republic (1910-2010) and wrote its report to the Government (2008); he is also commissioner for the comemoration of the 70th aniversary of the Universal Declaration of Human Rights and the 40th aniversary of the Portuguese access to the European Convention of Human Rights (2018).
Vital Moreira has published extensively on Public Law and other topics. He is co-author of the standard commentary on the Portuguese Constitution, together with Prof. Canotilho (also from the University of Coimbra). His latest books, in Portuguese, are Decent Work for All: The “Labour Clause” in the Trade Policy of the EU (Coimbra, 2014) and The European 'Respublica': Constitutional Law of the EU (Coimbra, 2014). He has published also dozens of articles in several journals.
Vital Moreira is co-editor of the Brazilian Revista de Direito Público da Economia [Journal of Public Law of the Economy] and member of the editorial board of the centenary Revista de Legislação e Jurisprudência [Journal of Legislation and Jurisprudence] (Coimbra). He publishes a weekly opinion column on the business newspaper Dinheiro Vivo (Lisbon).
